Homelessness and disabilities: the impact of recent Human Rights developments in Policy and Practice​

Over the years there has been a shift in focus from the medical model of disability that used to focus on an individual’s impairments to the social model of disability, which includes an understanding of systemic barriers, negative attitudes and exclusion by society that persons with disabilities encounter. According to this model, it is society that is the contributory factor in disabling people.

France ratifies Protocol No. 16 to the ECHR triggering its entry into force

 
 
Protocol No. 16 to the Convention will allow the highest courts and tribunals of a State Party to request the Court to give advisory opinions on questions of principle relating to the interpretation or application of the rights and freedoms defined in the Convention or the protocols thereto.
 
This protocol will come into force on 1 August 2018, solely in respect of the States which have signed and ratified it.

Report of the Special Rapporteur on adequate housing - Mission to Portugal

 
In December 2016 two United Nations human rights experts visited Portugal and expressed concern about the impact of the economic crisis and the austerity measures on the enjoyment of the rights to housing, water and sanitation in this country.
 
At the end of a joint official visit to the country, UN Special Rapporteurs, Léo Heller and Leilani Farha, warned about the situation of people in vulnerable situations, including the “new poor”- those who have been pushed into poverty as a result of the austerity measures.
