Summary:
In its decision of 2 July 2025, the European Committee of Social Rights declared admissible the collective complaint lodged by the European Roma Rights Centre (ERRC) against Italy concerning the eviction and housing situation of Romani families in Giugliano in Campania (Naples). The Committee granted immediate measures, finding that the living conditions of the affected families posed a risk of serious and irreparable harm to their health and dignity.
The complaint concerns approximately 550 Romani individuals who had been living for decades in the Via Carrafiello settlement and who were subject to eviction without adequate safeguards or provision of alternative housing. Following the eviction order, many families relocated to nearby land where they now live in tents and informal shelters without access to essential services such as electricity, sanitation, heating, and safe water, and where serious health risks are present, including environmental contamination.
The Committee ordered the Italian authorities to provide immediate safe and adequate temporary accommodation to the affected families, ensuring access to essential services including water, sanitation, heating, waste disposal, and electricity. Italy was also requested to report on the measures taken and to submit written observations on the merits of the complaint by 15 September 2025.
